The Bacolod Sangguniang Panlungsod won as national finalist in the highly urbanized city category in the 2025 Local Legislative Award, with the trophy given by the DILG March 5 during the Philippine Councilors League National Congress at the World Trade Center in Pasay City.
The award was received by Vice Mayor Claudio Jesus “Kalaw” Puentevella, councilors Em Ang, Celia Matea Flor, Pao Sy, Ceasar Distrito, Bobby Rojas, and Danna Barzo, and members of the SP Secretariat.
“It is an honor to receive this recognition on behalf of the Bacolodnons,” Puentevella said in a statement. “We remain committed to upholding good governance and continuing to serve our community with dedication.”

This achievement will not be possible without the unwavering support of Mayor Greg Gasataya and the hard work of the SP secretariat and staff, Ang added.
The DILG Bacolod also commended the SP, noting that the recognition “highlights the Sanggunian’s unwavering commitment to exemplary local legislation, responsive policymaking, and the promotion of good governance in service of every Bacolodnon.”
Through meaningful ordinances, proactive leadership, and a strong dedication to public service, the Sangguniang Panlungsod continues to demonstrate how local legislation can drive progress and community development, the DILG stressed.
