The city government of Victorias and the Philippine Statistics Authority (PSA) signed the Community-Based Monitoring System (CBMS) Data Turnover Agreement at the Victorias City Hall May 19.
The partnership formalizes the transfer of critical data assets, aimed at empowering local planners, executives, and policy-makers in crafting programs and policies backed by accurate and localized information for every Victoriasanon, the city said.
The ceremonial signing and data turnover were led by Mayor Abelardo Bantug III, City Planning and Development coordinator Evangeline Alo, and data protection officer Milogen Canoy for the city government, with PSA Negros Occidental supervising statistical specialist Diesah Biaoco, and statistical specialists II Antonietta Gador and Fredimar Gonzales.

“Today’s data turnover agreement signifies more than the transfer of information – it represents our shared commitment to evidence-based governance, transparency, and better public service for every Victoriasanon,” Bantug stressed.
“Through the official turnover of CBMS data, we strengthen our capacity to better identify the needs, priorities, and realities of our communities, ensuring that government services reach every Victoriasanon with greater efficiency, inclusivity, and impact,” he added in a statement. “This milestone advances our collective vision of a progressive and resilient Victorias where every Victoriasanon is seen, heard, and served through informed leadership and accountable public service.”
The mayor also expressed his gratitude to the PSA for its invaluable guidance, and assured the public that the city remains steadfast in safeguarding the integrity, privacy, and responsible use of the entrusted data.
Vice Mayor Derek Palanca, meanwhile, emphasized the legislative branch’s strong support behind the initiative, and the vital role of accuracy in propelling the city’s development plans and programs forward.
City Administrator, Atty. Meddie Arbolado Jr., also underscored the importance of effectively utilizing detailed and comprehensive data, adding this will help leaders make accurate and evidence-based decisions in solving the problems of the city.
Biaoco, on the other hand, highlighted the collaborative effort required to achieve sustainable local development through reliable statistics.
The event was also attended by councilors Deilen Hofileña, Juvy Pepello, Vincent Marie Roa, Jappy Cuaycong, and Dino Acuña, along with department heads and employees.
After the ceremonial turnover of the CBMS data from the PSA to the city, the PSA also oriented officials on the CBMS data utilization. ||
