The waters off the Rizal Boulevard in Dumaguete was ablaze with lighted lanterns last Friday, September 11 as Foundation University held its annual commemoration of the Dal-uy Festival, dubbed Festival of Hope. Started in 2000 as a small gathering among administrators only, the event took place in the campus’ Social Garden, albeit on a small scale as miniature lanterns were floated.
