Espino: Select leaders who can effect change

Bacolod Councilor Al Victor Espino said in a press conference Sept. 5 that Bacolodnons, this time, should select leaders who do not make empty promises and can effect change that will institutionalize the services of the local government to the people.

Espino revealed to NEGROS NOW DAILY Sept. 4 that he was “eased out” of Grupo Progreso during their meeting Sept. 3.

Grupo Progreso and Mayor Evelio Leonardia, in a statement issued by the Bacolod Public Information Office Sept. 5, denied that he was eased out of the group during their meeting.

Espino said the meeting Friday of Grupo Progreso has “elevated” to a question of loyalty and trust. He said he appreciates that Leonardia told him frankly of his loss of trust in him because the councilor is close to a possible opponent.

Espino quoted Leonardia as saying, “Kung indi lang si Albee ang akon kontra, ang salig ko ara sa imo”, which the former took as a question of loyalty and trust.

He said this prompted him to leave the group, adding there is no reason to stay with people who do not trust him.

Espino said he maintains his personal relationship with Leonardia, and has no plans yet with regard the election next year, until such time that he hears from someone, who is interested to lead the city, and possesses the right vision to effect needed change.

He said he has not received any invitation from any political group, or any communication from former congressman Albee Benitez.

Espino also cited his accomplishments in the Sangguniang Panlungsod since he joined the group of Leonardia in 1998 to 2001, and from 2004 to date.

He said he authored an ordinance for the establishment of a primary hospital in Bacolod, but claimed that it was not implemented by the administration and prioritized other projects.

The city was able to raise P41 million that was used in the campaign against COVID-19, through the ordinance he had authored, which grants tax relief to delinquent real property taxpayers through the condonation of penalties, interests, and surcharges, Espino said.

He also authored several resolutions, including urging the City Health Office, through the office of the city mayor, to create a community-based mental program and delivery system; and exploring the possibility of establishing and constructing a quarantine facility for COVID, among others.

Espino claimed he is the first city official to go out and provide 25,000 food packs to Bacolodnons and milk supplement for children from his own pocket. – MML
