The city government of Victorias marked a major milestone in its Yolanda Permanent Housing Program with the ceremonial turnover of land titles for Villa Victorias from the National Housing Authority (NHA) to the city, at the City Hall lobby recently.
The activity aimed to formally recognize the transfer of land ownership, strengthening secure land tenure and long-term community stability for qualified beneficiaries of Villa Victorias, the city’s Yolanda Permanent Housing Program.
Mayor Abelardo Bantug III led the ceremony and delivered the opening and acknowledgement message, highlighting the importance of secure land tenure in protecting the dignity and future of Victoriasanon families, while reaffirming the city’s continued commitment to its housing beneficiaries.

Engr. Claire de Lune Villanueva, NHA Negros Occidental district manager, underscored the national government’s support to ensure the completion and sustainability of Yolanda housing projects through strong partnerships with local government units.
The turnover marked the formal transfer of land titles from NHA to the City Government, signifying the completion of a key phase of Villa Victorias and reinforcing the city’s commitment to provide dignified, safe, and secure housing for its residents.
Established in 2017, Villa Victorias now serves 2,321 qualified beneficiaries following the execution of the Deed of Transfer and Acceptance on Sept. 4, 2019, and the Deed of Donation on Jan. 17, 2025.
The ceremony reaffirmed the shared commitment of the City Government, the NHA, and partner agencies to safeguard the homes, dignity, and future of Victoriasanon families, the city said in a press release Dec. 29.
Present during the activity were Vice Mayor Francis Frederick Palanca, councilors Vincent Marie Roa, Jappy Cuaycong, and Juvy Pepello, city department heads, NHA representatives, and stakeholders from Northern Negros Electric Cooperative represented by Atty. John Deles, Ruben Dela China, and Joseph Panaligan, Victorias City Water District general manager Engr. Abraham de Dios Jr., a representative from Barangay XIII, and the presidents of the homeowners’ associations from Villa Victorias.
The activity was spearheaded by the City Mayor’s Office, in coordination with the City Human Settlements and Urban Development Office, headed by Ma. Josefa Vaflor-Padernal. ||
