PBrig. Gen. Arnold Thomas Ibay, officer-in-charge of Police Regional Office Negros Island Region (PRO-NIR), said on Monday, April 14, that he will not tolerate any wrongful action of police officer under his command.
“There will be accountability at all levels. There will be zero tolerance for wrongdoings. We will not tolerate the wrong actions of our personnel,” Ibay said in his message, following the arrival honors accorded to him at Camp Alfredo Montelibano Sr. in Bacolod City.
Stressing that he has no agenda of his own, Ibay said: “I carry only one objective that we conduct ourselves with the absolute fidelity to the intentions of public service.”

The former Manila Police District chief said that his leadership will maintain a sharp focus on the core operations of the Philippine National Police, which is to serve and protect, based on the three pillars of crime prevention, crime solution, and community partnership.
“Crime prevention shall remain the cornerstone of our strategy, and if crime happens, there should be swift and efficient resolution. And most essential is community partnership – we can only succeed when our bond with the community and other stakeholders is resilient and mutually empowering,” he stressed.
The arrival honors ceremony was also attended by PCol. Rainerio de Chavez, police provincial director of Negros Occidental; PCol. Ronan Claravall, police provincial director of Negros Oriental; PCol. Emelie Santos, police provincial director of Siquijor; PCol. Joeresty Coronica, director of Bacolod City Police Office; and key staff officers of PRO-NIR. | GB
