Negros Occidental Governor Eugenio Jose Lacson yesterday issued an executive order easing travel restrictions for fully vaccinated citizens, including senior citizens, under the guidelines of the Inter-Agency Task Force For Emerging Infectious Diseases (IATF-EID).

Under Executive Order No. 21-34, signed by Lacson yesterday, intrazonal movement, or travel within areas of the same quarantine status, of fully vaccinated senior citizens shall be allowed subject to presentation of a COVID-19 vaccination card or a Certificate of Quarantine Completion.

The EO added that “in all instances, the strict observance of minimum public health standards shall continue to be enforced”.

Interzonal travel, or movement across other local government units of varying community quarantine classification, will also be allowed for fully vaccinated individuals without being required to submit a negative RT-PCR test results.

A COVID-19 domestic vaccination card or a Certificate of Quarantine Completion shall be sufficient alternatives to any testing requirement, the EO stated.

Lacson, however, stressed that the inbound traveler shall undergo health and exposure screening upon arrival in the LGU of destination.

“I think this is one way of encouraging individuals to have themselves vaccinated,” Lacson said.

With this policy, it will be more comfortable now for fully vaccinated individuals to travel, he added.

Meanwhile, Provincial Administrator Atty. Rayfrando Diaz said that the provincial government of Negros Occidental will create a QR code systems to protect the integrity of vaccination records of fully inoculated individuals. – GB
