Bacolod barangays should have shaded rest areas and hydration stations in public spaces, as well as suspend strenuous outdoor activities during peak heat hours, or between 10 a.m. and 4 p.m., as mitigation measures against the rising heat index, the Sangguniang Panlungsod urged April 29.

The SP, in approving the proposed resolution of Councilor Em Ang during the regular session yesterday afternoon, stressed the need for coordinated, preemptive measures to protect the public from heat-related illnesses, and ensure the continuity of essential services, especially in schools and communities.

“Prolonged exposure to extreme heat poses serious health risks, such as heat exhaustion, heatstroke, and dehydration, particularly to vulnerable sectors, including children, the elderly, outdoor workers, and persons with comorbidities,” Ang, chairperson of the SP Committee on Health and Sanitation, stressed, adding that mitigation protocols and public advisories are necessary to minimize risks and guide institutions in responding to extreme heat conditions.

Among these mitigation measures include adjusted summer class schedules or modular/online learning when the heat index reaches dangerous levels; ensure that classrooms are well-ventilated and students have access to drinking water; and suspend outdoor school activities and physical education classes during peak heat hours.

Bacolodnons should stay hydrated, wear light clothing, limit outdoor exposure during peak hours, and seek immediate medical attention when experiencing symptoms of heat-related illness, the SP said.

It also urged the City Disaster Risk Reduction and Management Office, City Health Office, all barangays and educational institutions to implement mitigation protocols amid the rising heat index in Bacolod. | CGC
