San Carlos Mayor Renato Gustilo noted the continued challenges in malnutrition and stunting, and urged primary care facility (PCF) and the City Social Welfare and Development Office to intensify intervention measures.
In his 2024 Local State of the Children’s Address Dec. 10 at the City Auditorium, Gustilo acknowledged the PCF for sustaining essential health services, including the Operation Timbang, with support from the city government and national agencies.

He highlighted the city’s efforts to protect children from abuse, neglect, and exploitation, and commended Barangay Buluangan for placing fourth in the provincial search for Best VAWC Desk Officer for 2024.
He also called attention to the rise in children in conflict with the law (CICL) cases, and encouraged barangay councils and youth affairs units to strengthen preventive programs, the city said in a press release Dec. 11.
Gustilo reaffirmed the importance of children’s participation in governance through their involvement in the barangay and city councils for the protection of children, and recognized the San Carlos City Council for Youth Affairs for guiding young people through various programs that support youth development.
Presenting the city’s accomplishments and priorities for children’s welfare, the report also focused on the city’s efforts to uphold children’s four fundamental rights, including survival, development, protection, and participation, through programs implemented by health, social welfare, and education offices.
He also cited the city’s progress in education, including strong enrollment in kindergarten and elementary levels, and a growing number of special education learners.
He stressed the need to further improve junior and senior high school performance by strengthening coordination with DepEd to raise graduation rates and academic proficiency, while the local government continues to invest in special education funds to expand classrooms and resources for a more effective learning environment.
Gustilo thanked the Sangguniang Panlungsod, led by Vice Mayor Christopher Paul Carmona, for sustaining financial support for child-focused programs, and the CSWDO for implementing interventions that protect and promote the welfare of children across the city.
Department and division heads, students and teachers from local private and public elementary and secondary schools, parents, child development workers, VAWC desk officers, youth leaders, and sectoral groups attended the event in support of the city’s commitment to safeguarding and nurturing its children, the city added. ||
