2-month suspension vs. former Capitol HR

The Negros Occidental Provincial Legal Office has issued a two-month preventive suspension, without pay, against Atty. Anabelle Palic, former head of the Human Resource Management Office of the provincial government.

Palic is facing administrative charges for alleged oppression, conduct prejudicial to the best interest of the service, grave misconduct, and for being notoriously undesirable, raised against her by the Progressive Alliance of Capitol Employees, in behalf of the provincial government employees.

Provincial Legal Officer Alberto Nellas Jr., however, said that the preventive suspension issued against Palic is not a penalty, but a precautionary measure to protect the witnesses and evidence.

The suspension of Palic, who is now assigned as administrative officer of the Negros First Cyber Center, took effect Aug. 10. She had been temporarily replaced by Filomena Guzon.

Based on the findings of the investigations conducted by the PLO, Nellas said there was a prima facie evidence against Palic. The former HRMO chief could not be reached for comment, as of this time.

Nellas said Palic has been given three days to indicate, whether she opts for formal investigations hearing, or submission of a position paper, wherein she will present additional evidences.

The PACE, headed by Renelo Lastierre, thanked Gov. Eugenio Jose Lacson for acting on their complaint.

He said the pro-worker gesture of the provincial government “will always be a landmark in the heart of every worker in the defense of their rights and benefits”. – GB
