P70-M Sagay treatment plant in the pipeline of PPP projects

The proposed construction of a septage treatment plant in Sagay City, Negros Occidental, worth P70 million, is among several projects in the pipeline, the Public-Private Partnership (PPP) Center said.

The septage treatment plant, to be implemented by the Sagay Water District, shall apply to all entities, building, and structure that use water and produce wastewater in Sagay City, whether public or private residential, commercial, institutional, industrial or residential proposed/planned or existing in the city, its project brief states.

Excluded are those with onsite wastewater treatment facilities approved by the Department of Health and the Department of Environment and Natural Resources to treat wastewater, septage, or sludge.

The Sagay Water District and city government “adopt measures to protect the health of the people and ensure the preservation and quality of water sources within its territory.”

This is by controlling and managing the storage, collection, transport, treatment, and disposal of septage or sludge from various sources, in compliance with relevant laws, the proposal said.

The PPP Center said the project was added to the pipeline, based on the list submitted as of Feb. 24 this year.

Another project in the pipeline is the Public-Private Partnerships for School Infrastructure Project Connect of the Department of Education that will be implemented in various regions. It covers three components of digitalization, namely Learning Management System (LMS), EdTech Teacher Packages (ETP), and EdTech Learning Labs (ELL).

LMS aims to enable learners to access relevant learning resources, engage in interactive learning, take assessments, submit projects, check progress, and receive feedback; ETP provides laptops for more than 877,106 teachers, including tech support and professional development; and ELL provides reliable and sustainable solar energy, internet connectivity, and shared devices for learners.

Other projects include the construction of a learning resource and student service center, livelihood skills training center, and Siquijor State College (SSC) Business Management Hotel, all in Larena, Siquijor and to be implemented by the SCC, as well as several educational and waterworks proposals. | CGC
