Tubig Pilipinas Foundation Inc. (TPFI) has formalized a partnership with National University Bacolod under Project Kinabukasan, a scholarship and education support program designed to help deserving students from host communities pursue higher education and build meaningful careers close to home.
Under the partnership, two scholars from barangays Abo-Abo and Caliban in Murcia, Negros Occidental, will receive full tuition fee support, educational allowances, and academic assistance for degree programs aligned with community development and nation-building, including Civil Engineering, Architecture, Accountancy, and Computer Science.
Project Kinabukasan reflects Tubig Pilipinas Foundation’s belief that infrastructure development should also give opportunities for the communities it serves. It added that investing in education also means helping young Negrenses fully realize aspirations to be future professionals, engineers, project managers, and community leaders.

The partnership also recognizes National University’s role in producing industry-ready graduates, the TPFI said in a press release June 3. “Tubig Pilipinas proudly counts NU alumni among its leadership and technical teams, including professionals in ESG, hydrology, project management, engineering, and operations.”
An embodiment of this is Engr. Kayrelle Normae Guansing, NU alumna and Sanitary Engineering board topnotcher, who built a successful career in the water sector. Her journey reflects the pathway Project Kinabukasan hopes to create for deserving students — from education, to professional excellence, to service in communities that need them most.
Present at the MOA signing last week were TPFI representatives Samuel Young and Guansing, with NU Bacolod executive and academic director Ryan Joy Dizon and administrative director Marie Sharon Perez.
The MOA formalizes Tubig Pilipinas Foundation and NU Bacolod’s shared commitment of education, employment, and local development.
Tubig Pilipinas subsidiary Bacolod Bulk Water’s workforce is entirely from Negros Island, including around 50 skilled professionals. The company’s Bacolod operations are led by women across management, construction, and engineering functions, proving that local talent is capable of leading major infrastructure work at a professional and technical level.
Bacolod Bulk Water currently supplies around 40 percent of Bacolod’s water requirements.
Beyond delivering clean water, Tubig Pilipinas Foundation is committed to its broader mission to build up the human capital necessary for sustainable local development, its press release said. ||
