Several government offices have expressed intention to relocate to the E.C. Ouano Sr. Complex government center in Dumaguete City.
The provincial office of the Department of the Interior and Local Government, the Super Family Clinic of the Department of Health, and the Department of Labor and Employment have already constructed their buildings in the government center as more agencies signed deeds of usufruct, or in the process of formalizing their transfer, subject to availability of funds.

This is in accordance with the aim of Mayor Felipe Antonio Remollo to decongest the poblacion areas in the city proper, offer more space and comfort to the employees and transacting public, and create new growth areas for development in the rural barangays.
Remollo said that the government center already has a paved road network adjacent to the Metro Dumaguete Diversion Road that connects Sibulan up north, Valencia to the west, and Bacong down south.
This is to provide alternative routes for people to move their goods and services, decongest traffic in the downtown area, and allow new commercial growth centers to thrive in the upland barangays, consistent with the master plan of the Dumaguete local government unit, the city said.
Remollo and the LGU Dumaguete are thankful to the Ouano family for donating four hectares of their property to the city government as site for the offices of government agencies. ||
