The IPM Construction and Development Corporation, which collects and disposes of garbage, also won the contract for the operation and maintenance of the Bacolod Sanitary Landfill Facility (SLF) and for the construction of Cell No. 4, in Brgy. Felisa, all worth P123,255,637.81.
Mayor Alfredo Benitez has sought authority from the Sangguniang Panlungsod to sign the agreement and contract of service of the Bacolod government with IPM, for the management, operation, and maintenance of the SLF for eight months, starting on May 1, as well as the construction of the landfill’s Cell No. 4.
Under the proposed agreement and COS now being studied by the SP members, the city would be paying IPM P63,997,199.68 for eight months, or a monthly management, operation and maintenance fee of P7,999,649.96 for the SLF operations.
The construction of SLF Cell No. 4 shall be for 180 days after receipt of the Notice to Proceed, and the city shall pay IPM P59,258,438.13, inclusive of value-added tax and all other miscellaneous fees, licenses, and taxes imposed by local and national governments.
The contract for the additional SLF section, or cell, shall include the construction of a leachate pond, leachate treatment pond, leachate reinjection pumping station, perimeter gravel road, V-shaped open riprap canal, and generator room, among others.
The IPM, whose contract for SLF maintenance and operation, has been extended until April 30 this year, shall secure permits and licenses from concerned government agencies, including an Environmental Compliance Certificate from the Department of Environment and Natural Resources, on the cell construction, the city said.
The SLF Cell No. 4 and related facilities shall be constructed in the 25-hectare land purchased by the city last year, also at the Felisa dumpsite, for P128 million. | CGC
