Former DPWH reg’l chief eyeing congressional seat in 4th district

Engineer Leah Delfinado, former regional director of the Department of Public Works and Highways in Western Visayas, is challenging Vice Gov. Jeffrey Ferrer in the congressional race of the Negros Occidental Fourth District in the May 2025 elections.

“It’s time to serve the Fourth District,” Delfinado said in an interview, noting that the term of incumbent Rep. Juliet Marie Ferrer will already end next year.

Delfinado is a member of the Nationalist People’s Coalition (NPC).

A copy of her certificate of nomination and acceptance was shown in a photo, being turned over to her by Liza Cojuangco-Cruz, daughter of the late NPC founder Eduardo Cojuangco Jr., and her niece, Claudia Cojuangco, daughter of the late couple, Charlie and Rio Diaz Cojuangco.

The ruling Love Negros and United Negros Alliance coalition have expressed their full support to Ferrer, who is seeking to return as congressman.

Ferrer earlier said that he would welcome anybody, who will run against him.

He had served as congressman for three terms or nine years before he was succeeded by his wife, Juliet Marie.

The son of Delfinado, Leo Carlo, was also reported to run as board member of the Fourth District.

Paula Alonso, daughter of Fourth District Board Member Jose Benito Alonso, and Bago City Mayor Nicholas Torres are also vying for the two slots for board member.

The elder Alonso is running for vice governor in tandem with reelectionist Gov. Eugenio Jose Lacson. | GB
