Election period starts; gun ban Comelec checkpoints in effect

The conduct of checkpoint and gun ban operations were among the stricter measures enforced by the Commission on Elections (Comelec) in line with the May 12 national and local polls as the election period started Jan. 12.

Provincial Elections Supervisor Ian Lee Ananoria, who inspected the checkpoints in some areas of Negros Occidental, said the conduct of checkpoint operations aims to remind the public that the election period has already started and the banning on carrying of firearms is now in effect.

During the election period, all permits to carry and possess firearms outside residence are canceled, except for those who secured exemption from the Comelec or government officials with automatic exemptions.

On Jan. 11, the Comelec activated the Provincial Joint Security Coordinating Center of Negros Occidental as well as the Regional Joint Security Coordinating Center (RJSCC) of Negros Island Region.

Ananoria enjoined police and military personnel, who are manning the checkpoints, to be courteous and observe the plain view doctrine.

Security forces are not allowed to conduct body searches or require drivers to open their trunk or glove compartment for inspections, unless there is a reasonable ground the person inside the car has committed, is committing, or will commit a crime, according to the Comelec.

The Philippine National Police also called on the public to cooperate fully with law enforcement officers manning the checkpoints.

During the RJSCC meeting, the discussion focused on the contingency plans in case of another eruption of Mt. Kanlaon, Ananoria said.

Lionel Marco Castillano, Comelec regional director for Negros Island Region, earlier said that Comelec Chairman George Garcia ordered the conduct of election in evacuation centers in order not to delay the proclamation of winning senators and partylist representatives. | GB
