Bacolod SP mourns loss of brgy captain Baby Parreño

The Sangguniang Panlungsod of Bacolod approved Wednesday a consolidated unanimous resolution “expressing the deepest and most profound sympathy and condolences to the bereaved family of Mandalagan Barangay Captain Arturo “Baby” Parreño”.

Parreño, also a former SP member, passed away peacefully on Nov. 6 at the age of 78.

“The passing of Parreño is a great loss not only to his immediate family and loved ones, but to everyone who came to know him. He was not only a devoted and loving husband and father, but also a dedicated, benevolent, and caring leader to his constituents,” said Councilor Em Legaspi Ang, main proponent of the resolution of condolence approved by the SP during its hybrid session this afternoon, Nov. 9.

Ang said Parreño was elected Bacolod councilor from 1988 to 1998, barangay captain and president of the Association of Barangay Captains from 2002 to 2007, and again elected as village chief in the 2013 and 2018 barangay elections.

          “During his incumbency as councilor, he had shared his time, efforts, wisdom and insights that had helped the SP realize its mandate of enacting legislations for the welfare of the people of the City,” the resolution stressed. “As a lifelong public servant, Parreño was a champion for community development, opportunity, and progress, and he was steadfast in meeting the needs of his constituents. His leadership has greatly contributed to the influx of investors in Barangay Mandalagan.”

          May it be a comfort to his wife Reggie, children, grandchildren, and all his loved ones to know that Parreño’s courage, conviction, and commitment made a difference for the barangay and for Bacolod, Ang said.

          A copy of the resolution, consolidated with that of a similar measure authored by Councilor Lady Gles Pallen, president of the Liga ng mga Barangay, will be inscribed in a plaque and formally presented to the bereaved family of Parreño./CGC
