Any action on the part of the city government will depend on the liquidation report of Barangay Villamonte on the P300,000 subsidy for the Electric MassKara, the Bacolod City Legal Office (CLO) said.
CLO head, Atty. Karol Joseph Chiu, issued a formal demand Oct. 23, directing Villamonte punong barangay Rommel Flores to submit a complete fund utilization report no later than Nov. 12, following the release of the subsidy Oct. 13.

The demand comes after Villamonte’s float entry was disqualified from the competition Oct. 16 due to poor quality.
“Any action on the part of the city will depend on their liquidation,” Chiu said.
He added that if the program of works was not executed, they will be held legally accountable.
“They can be charged, depending on what they undertook as recipients of the city’s financial assistance,” Chiu said.
Based on the official budget proposal submitted by the barangay, of the P300,000 subsidy, P90,000 shall be used for costumes, masks, shoes, and designer labor; and P80,000 for the float design and lighting.
Another P40,000 will be the choreographer’s talent fee, P40,000 for the working committee, P20,000 as dancers’ talent fees, P15,000 for drum beaters, P10,000 for t-shirts, and P5,000 for vehicle’s fuel.
Chiu confirmed that Villamonte is the sole barangay to receive a formal demand letter. | TMD
