The city’s Management Information Technology and Computer Services (MITCS) is determining how to simplify and improve the process flow in paying contractors and suppliers of the Bacolod government.
This is in line with an earlier order of Mayor Alfredo Benitez for a 30-day processing and payment period for contractors.
“Currently, we are developing a system since last week to really keep track and get feedback from suppliers,” MITCS officer-in-charge Ramon de los Reyes said in a press briefing Oct. 16. “Hopefully, ma test na ang system next week. We have already identified the processes that we need.”
Benitez said that there are eight offices or steps in the current set up where the documents of the suppliers go through before they are paid.
“But if you look at the current flow, gatiyog lang sa four offices – City Mayor, Treasurer, Accountant, and Budget. This systems flow, amo ni ang ginatun-an subong, on how we can shorten the steps or the process of paying our suppliers,” Benitez said.
He said the City Budget Office could be removed from the process flow. “Si Budget, kuhaon ta na na cya para indi na mag-agi ang papeles, FYI (or copy furnished) na lang since ang iya man lang is to note the actual amount that needs to be paid. But ang 30 days masarangan gid.”
The mayor said he also instructed the MITCS to form a team and train or guide personnel manning the BESO (Bacolod Express Services Office) at SM City Bacolod, and the one that will open at the Ayala Malls Capitol Central next month, on the various digitization initiatives of the city government. | CGC
