The city of San Carlos in Negros Occidental was again evaluated for Best LGU Compliant with Republic Act 9003, or Ecological Solid Waste Management (ESWM)-Year III.

The Provincial Solid Waste Management (PSWM) Board-Technical Working Group, led by PSWM focal person-environment management specialist Shiela Joan Bautista, conducted documentation review, site inspection, and monitoring of the city’s public market, Unitop General Merchandise, Mag-amihan Elementary School, Barangay Punao, San Carlos Solar Inc., and San Carlos City Ecocenter Aug. 6.

Bautista said the program aimed at providing a structural framework for the 31 LGUs of Negros Occidental to manage their ESWM effectively and efficiently, encouraging active participation from the various evaluators, who will provide constructive and positive feedback, and to serve as a benchmarking opportunity for sharing and adapting the ESWM practices from each other, the city said.

She shared that they would review the city’s recommendations and feedback from last year’s evaluation, and compare them to this year’s entry to assess any improvements or progress.

Bautista also commended the city for its consistent participation in the search.

City Environment and Natural Resources officer I, Engr. Loreto Sanchez, cited the importance of the program in improving the services of the city’s ESWM through feedbacks and recommendations from the evaluators.

He also shared future plans, particularly the upgrading of the masterplan. He said he hoped for good critiques from the evaluators so they can add the feedback to the city’s updated masterplan.

Sangguniang Panlungsod Committee on Environment chairperson, Councilor Arthur Batomalaque, welcomed the evaluators, adding he’s grateful that the program has reached its third year.

He cited its positive impact on the LGUs, and hoped the evaluators appreciated the city’s entry.

Analou Gomo of the City Environment and Management Office presented the city’s ESWM status and accomplishments; ESWM best practices, innovation, and strategies; and SWM budget for 2024-2025 to the evaluators before proceeding to site monitoring. ||
