Negros Electric and Power Corp. (Negros Power) announced on Monday (Nov. 17) that it is offering flexible payment terms to its consumers in the wake of the devastation brought by Typhoon Tino.
“As part of our support for consumers, we are providing flexible payment options to customers consuming not more than 100 kWh,” Negros Power said in its November rate advisory.
“There will be no power disconnections and no penalties for unpaid electricity bills covering the period from November 4 to December 31 this year,” it added.
This was after Negros Power announced that the average residential electricity rate for November 2025 is P12.23 per kilowatt hour (kWh), with a slightly higher adjustment from last month’s rate.
Negros Power this to the significant increase of Wholesale Electricity Spot Market rates – from P5.1922 per kWh to P7.6709 per kWh, a jump of P2.4788 per kWh.
It added the spike was also attributed to the deration of multiple power plants following the October 2025 earthquake, resulting in tighter supply and increased market prices.
Consequently, the overall generation charge rose by P0.4438 per kWh, it further said.
Based on an advisory issued by the Energy Regulatory Commission dated November 7, Negros Power said distribution utilities are required to resume collecting the universal charge-environmental charge at P0.0025 per kWh, a government-mandated fee which supports the National Power Corp.’s watershed rehabilitation and management programs.
The Energy Regulatory Commission also has approved a new feed-in tariff allowance rate of P0.2073 per kWh for 2025, an increase of P0.0884 per kWh from the previous P0.1189 per kWh.
However, transmission fees saw a modest decline due to reduced ancillary services and reserve market charges, which dropped by P171.57 per kW.
Negros Power also announced that its distribution, supply, and metering charge remains at P0.89 per kWh, covering electricity delivery, meter reading, and maintenance of local power infrastructure.
