Moises Padilla Mayor Ella Celestina Garcia-Yulo has signed a memorandum of agreement (MOA) with the Alternative Indigenous Development Foundation Inc. (AIDFI) to create a comprehensive plan for managing non-revenue water (NRW) in the municipality.
The signing Sept. 17 was also attended by AIDFI’s chief executive officer, Auke Idzenga, and witnessed by Vice Mayor Felix Mathias Segundo Yulo III and Chernie Gomez.
The two-year study, which will run until Dec. 31, 2026, aims to guide the Moises Padilla Water Works (MPWW) in properly managing and minimizing its water loss, the local government unit said in a press release.

The program includes training and collaboration, with a team of up to three MPWW representatives attending a training workshop at the Maynilad Water Academy, and will actively collaborate with AIDFI for the duration of the study.
There will also be a system survey, with a Maynilad Water NRW technical team, along with the local water works team and AIDFI, assessing the town’s water distribution system, including leak detection, flow measurement, and other related activities.
A joint household survey will also be conducted to gauge consumer awareness of water conservation and NRW, and to gather information deemed necessary for the water district’s operations, the LGU said.
The Coca-Cola Foundation, through AIDFI, will provide all the funds needed for the study’s activities.
No direct financial contribution is required from the Moises Padilla LGU, except for the normal costs of salaries and benefits for the NRW team and other logistical support needed for the MPWW’s daily operations, it added. ||
