Markings done at proposed new Capitol site in Talisay

Identification and markings on the 25-ha. property of the provincial government at the proposed site for the new Capitol in Barangay Matab-ang, Talisay City were already done by the Provincial Engineer’s Office.

Provincial Engineer Ernie Mapa said yesterday he had inspected the site and checked the area for any adjacent roads surrounding the property that may connect it to the different barangays of Talisay and Bacolod City for easier access.

From Silay Airport going to Bacolod, the property is on the right side and almost 200 meters from the Dos Hermanas intersection near a cockpit arena.

At present, it is the only property covered with bush while the surrounding areas are planted to sugarcane.

Mapa said the property is almost one meter lower from the level of the highway and will require land fillings if any development will take place in the site.

The property was purchased by the former administration, which initially planned it as the new site for the Provincial Engineering Office and its equipment, and a housing project for Capitol employees.

However, the administration of Gov. Eugenio Jose Lacson had a change of plan and proposed a realignment of the P900 million budget intended for the construction of a high-rise Provincial Administration Center situated beside the Old Capitol.

The new PAC location is outside of the Negros Occidental capital, Bacolod City.

Lacson on Monday said that with the endorsement of the Association of Chief Executives last month on the plan to transfer the new Capitol in Talisay, he will submit a request for the concurrence of the Sangguniang Panlalawigan.

Lason said he is no rush to secure the approval of the SP since the plan will undergo the usual process, including the conduct of public hearings.

The governor said he hopes for a favorable support from the provincial board members.

Mapa said the perspectives, design and related plans for the original site of the old PAC will be similar with some changes on the site development because of the new location. – MML
