Landbank is enabling the efficient and secure digital processing of the P10 per liter fuel subsidy for public utility vehicles (PUVs)—specifically for public utility jeepneys (PUJs) and UV Express units—under the national government’s Fuel Subsidy Program, with realtime verification and recording of transactions at participating gasoline stations.
The program provides immediate relief to PUVs drivers and operators facing higher fuel costs, while helping keep transport fares affordable for commuters. Eligible PUVs may avail of the subsidy directly at participating stations in Metro Manila, through the bank’s digital system, which ensures faster transactions and transparent, traceable records for gas station partners.
The fuel subsidy system powered by Landbank automatically computes the P10-per-liter subsidy to the fuel bill of eligible PUJs and UV Express in real-time. It also tracks the remaining weekly subsidy balance, which is replenished every Monday. The program will run for three months, with a maximum subsidy of P1,500 per vehicle, covering up to 150 liters of fuel per week.

To ensure accurate validation of qualified PUVs and participating fuel outlets, the Land Transportation Franchising and Regulatory Board and the Department of Energy provide Landbank with the lists of eligible PUVs and gas stations, respectively, which are uploaded into the system. This ensures that only qualified drivers or operators and accredited stations can transact under the subsidy program.
“Through our digital systems, we are making sure that the fuel subsidy is applied accurately, transparently, and without delay. This allows drivers to immediately benefit from the subsidy while ensuring proper accountability for government funds,” Bank president and CEO Lynette Ortiz said in a statement April 22.
Gas station personnel use the fuel subsidy system, accessible via the Landbank Mobile Banking App, to enter the station code, plate number, liters dispensed, and pump amount, which the platform checks in real-time against the validated list of authorized PUVs, and fuel stations, minimizing errors and preventing unauthorized claims.
Once the details are confirmed, the system applies the P10-per-liter subsidy and updates the vehicle’s weekly limit. Landbank generates end-of-day and consolidated reports that serve as the basis for timely reimbursement to gasoline station partners.
“With the convergence of these government agencies, in one-week time, na-rollout ang isang bagong programa ng gobyerno para sa pangangailangan ng ating transportation sector. It is a good demonstration of the whole-of-government approach, because if we all work together, we can make things happen,” DOE Secretary Sharon Garin said.
“The IT component of this program looks simple, but we understand the back-end work that has to be done in order to get this running within just a few days,” LTFRB chairperson Vigor Mendoza II said.
“It is really an important collaboration between the government and the private sector. This subsidy is from the government, and we are just an instrument. But for us, it is a social responsibility as well to help the most vulnerable sectors, especially in this time of crisis,” Seaoil gas station operator and dealer Ronald Espinoza said.
The program is part of the broader Unified Package for Livelihoods, Industry, Food, and Transport of the national government, which includes cash assistance for PUV and transport network vehicle service drivers, reduced rail fares, toll concessions, and the service contracting program launched April 15. ||
