Malacañang has declared November 4 a special nonworking day in the City of San Carlos in Negros Occidental.
Executive Secretary Salvador Medialdea, by authority of President Rodrigo Duterte, signed Proclamation No. 1232 declaring the special day in celebration of the city’s annual festival commemorating the renaming of the locality from its former name, Nabinkalan.
“It is fitting and proper that the people of the City of San Carlos be given full opportunity to celebrate and participate in the occasion with appropriate ceremonies, subject to community quarantine, social distancing, and other public health measures,” the Proclamation stressed.
November 5, meanwhile, is a special nonworking holiday in the Province of Negros Occidental, by virtue of Republic Act No. 6709, signed by then president Corazon Aquino in 1989.
The al Cinco de Noviembre, or Negros Day, commemorates the historic bluff in the Negrenses’ revolt against the Spanish colonizers on November 5, 1898. | NND
