The sudden surge of waters on Dec. 31 and Jan. 1 floods that affected more than 15,000 families in the cities of Victorias, Talisay and Silay caught people by surprise.

The floods prevented them from enjoying their New Year celebration. And soon, officials and community leaders started talking about denuded mountains, clogged waterways, siltation in rivers and the and for mitigating the effects of climate change.
