The Collective Negotiation Agreement incentives for more than 2,000 employees of the provincial government of Negros Occidental is up for deliberation next week by the Sangguniang Panlalawigan.
Provincial Administrator Rayfrando Diaz disclosed that Gov. Eugenio Jose Lacson already endorsed to the SP the draft of the CNA between the provincial government and the Progressive Alliance of Capitol Employees.
The granting of the CNA incentive received a favorable opinion from the Provincial Legal Office which was earlier tasked to review their proposal, PACE president Renelo Lastierre said.
Only the more than 2,000 PACE members are entitled to receive the CNA, not the over 3,400 Capitol personnel.
Job order workers,bagency hired and non-member contractual employees are not covered, Lastierre clarified.
Once it is approved by the SP next week, Diaz said, Lacson and PACE, will have a contract signing.
The source of CNA incentives will be the MOOE or tye maintenance and other operating Expenses, which covers budget savings from travel, communication, repairs and maintenance, supplies and materials, advertising, printing and publication, as well as subscriptions, based on Commission on Audit guidelines.
If there are sufficient savings in these accounts, we will recommend to the governor a certain amount to be given as CNA incentives before the year ends, he said.
Asked how much will be granted for eachl employee, Diaz said “as a rule, it will not be more than P25,000”.
Diaz ponted out, however, that the final amount for CNA incentives will largely depend on the availability of MOOE savings.
If we have savings, then it will be reverted as incentive, he added.
Capitol employees already received their 13th, 14th month pays. They also have additional P5,000 PEI cash gift.
Capitol, he said, is still awaiting the order from Malacañang regarding the grant of “extra bonus” for employees before the year ends. – GB
