The Sangguniang Panlungsod of Bacolod has passed a resolution enjoining all barangays, schools, and government agencies to actively participate in the celebration of National Disability Rights Week, from July 17 to 23.
The resolution, authored by Councilor Caesar Distrito, chairperson of the SP Committee on PWD Affairs, supports Proclamation No. 597-2024 issued by President Ferdinand Marcos Jr., which institutionalizes the annual celebration and affirms the State’s commitment to the rights and dignity of persons with disabilities.

“This is not just symbolic,” Distrito said in a press release. “We are calling on every barangay, every school, and every office to take real, inclusive action—because PWDs are not just beneficiaries of development; they are partners in building it.”
This year’s theme, “Innovation for Inclusion: Building Inclusive Communities Together”, highlights the need for collaboration and accessibility in technology, infrastructure, education, and policy.
The planned citywide activities include the establishment of PWD helpdesks in barangays and city offices; inclusive sports, exhibits, and livelihood showcases; medical, dental, legal, and mental health services; public forums, seminars, and IEC campaigns; and disability mapping and inclusion planning at the barangay level.
The resolution, approved during the SP session July 16, stressed that inclusion is a shared responsibility.
“Though our families may have stood on opposite sides of politics in the past, we must stand united now in upholding the rights of every Bacolodnon, especially those who need our support most,” Distrito added.
Meanwhile, the city’s observance of the 47th National Disability Rights Week kicked off with a motorcade, from the Bacolod Government Center to the public plaza July 17, participated in by representatives from the barangays, PWD organizations, and advocacy groups, with logistical support from the Bureau of Fire Protection, medical teams, and other stakeholders.
“This activity is done to give our PWDs enjoyment and a sense of belonging – that they are not taken for granted. Their presence, resilience, and voice are vital to the city’s continued growth,” Alma Gustilo, PDAO focal person, said in a city press release.
Other activities slated include an Environmental Advocacy Day July 18, including a tree planting, disability forum, and bowling tournament; free medical mission at SM Bacolod event center on July 21; paralympic games at STI-University Gymnasium, July 22; and a floral tribute to National Heroes at Mabini Elementary School, and cultural showcase at Ayala Malls Capitol Central, both on July 23.
There are over 23,000 registered PWDs in Bacolod, as of this month, the city said. ||
