The disaster risk reduction and management offices/councils of the cities of Bacolod, Bago and Sipalay are among the Beyond Compliant: Gawad Kalasag Seal of Excellence 2022 awardees.
The province of Negros Occidental, as well as Silay, San Carlos, La Carlota, Talisay, Himamaylan, Isabela, and EB Magalona DRRMOs are Fully Compliant.
The Gawad Kalasag Seal is envisioned to serve as a performance assessment mechanism for all local government units as they implement sections 11 and 12 of Republic Act No. 10121, specifically on the institutionalization of their Local DRRM Councils and Local DRRM Offices, including other policy issuances such as the reporting on the allocation and utilization of the Local DRRM Fund, the Bacolod DRRMO explained.
“The transformation of the Gawad Kalasag Search into GK Seal will provide the platform for convergence, and enhancement of the DRRM localization programs, projects and strategies of the National DRRM Council, through the Office of Civil Defense and the Department of the Interior and Local Government,” it added.
These include the review of Local DRRM Plans, the assessment of LDRRMCOs, and assessment and monitoring of LDRRMF utilization. “With the mandatory assessment, the NDRRMC and LGUs can properly determine the challenges and gaps in their LDRRM Plan implementation processes, thus helping identify the activities to address DRRM-CCA needs and priorities of LDRRM officers and staff as well as LDRRMC members.”
The list of awardees for the 22nd Gawad Kalasag Seal for Excellence in DRRM and Humanitarian Assistance for the Local DRRM Councils and Offices category includes 135 Beyond Compliant and 436 Fully Compliant LGUs, the Bago PIO said./CGC
