To serve the people is a dictum that has become more than just an advocacy but a way of life for lawyer Cesar Beloria, son of retired prosecutor, Cesar Beloria, Sr.
With his father in the legal profession, Cesar Jr. or Toto Cesar to his neighbourhood, grew up in a home that is open to whoever is in need. His mother, Felicidad, has made sure that he and his siblings share the same commitment to serve those who seek their help.
Following his father’s footsteps, Cesar Jr. is now bringing his service to a greater venue to accommodate not just a few but each and every Bacoleño. He has decided to join the race for city councillor of Bacolod City in the May 9 elections.
Beloria sets his eyes on passing the Code of Discipline or the Anti-Ningas Cogon Ordinance, which he said, will codify and revise, if necessary, existing ordinances imposing discipline to all Bacolodnons. He envisions this ordinance to bring back orderliness in the streets and in the lives of the people. He also intends to focus on legislating Human Development for the promotion of quality public service.
Atty. Cesar Beloria Jr. once served as a Legal Officer of the City of Bacolod, Talisay City, and the Municipality of Don Salvador Benedicto. His specific assignments were on law enforcement, case and administrative review, asset recovery and management, and other legal and regulatory works.
He was also the Technical Assistant of the Office of Bacolod City Vice Mayor Elcid Familiaran and the Office of the late city councilor Atty. Lyndon Caña. Prior to becoming a lawyer, he had served as Barangay Secretary and a member of the Lupong Tagapamayapa of Brgy. Villamonte in Bacolod City.
Atty. Cesar Beloria Jr. was also a member of the academe and taught law and economics courses such as Taxation, Obligations & Contracts, Tourism Laws, History, Philippine Constitution, Economics, and Sociology at VMA Global College and Colegio San Agustin in Bacolod City.
The life of Atty. Cesar B. Beloria Jr is a testimony of multiple chances and a manifestation of how much power there is from the love of a family.
At 17 years old, he passed the Philippine Educational Placement Test which qualified him to enrol for his bachelors degree in Economics at Colegio San Agustin Bacolod.
He also enrolled in Graduate Studies in Religious Education at Maranatha Graduate School before he pursuing his Bachelor of Laws at the University of St. La Salle Bacolod.
Part of his public service programs include a social media free legal service program (Legally Yours PH), a radio program in Radyo Bandera 103.9 (Legally Yours, Kabandera), and RMN -DYHB (Experto Legal). He was also a co-anchor of Aksyon Radyo Bacolod (Aksyon Legal) and DYRL Abyan Radyo Bacolod (Serbisyo Legal).
Atty. Cesar Beloria Jr. also served as lecturer and speaker on Philippine Constitution Awareness, Election Laws and Related Regulations, Barangay Justice System, Student Governance, and Youth Empowerment.
He had served, and is still serving as Pro Brono Counsel for the urban poor and other disadvantaged and underprivileged sectors, who area victims of injustices. To date, he has served at least 500 families in Bacolod City and other parts of Negros Occidental.
Atty. Cesar Beloria Jr. does all these with the support of his family, who believes that he belongs to the universe and is fated to serve the people. — PR
