Building numbering pushed in Bacolod

The Sangguniang Panlungsod is pushing for the implementation of the comprehensive and uniform building numbering system across the highly-urbanized Bacolod, based on City Ordinance (CO) 336, series of 2003.

The immediate implementation of the ordinance, passed more than two decades ago, as amended, to regulate the numbering of residential, commercial, and other buildings in Bacolod “has become both urgent and imperative, considering the increasing demand for an organized, standardized, and reliable addressing system throughout the city,” the SP said in approving the resolution authored by Councilor Caesar Distrito.

“The rapid expansion of electronic commerce and digital marketplace transactions has significantly increased the volume of parcels, packages, medicines, food deliveries, and other consumer goods delivered daily to Bacolod residents, making a standardized address system indispensable in improving logistics, courier operations, delivery efficiency, and customer convenience while reducing failed and erroneous deliveries,” he added.

The uniform building numbering system will also help in enhancing emergency medical response, fire and rescue operations, police services, disaster risk reduction and management, census-taking, business regulation, taxation, urban planning, geographic information systems, utility services, investment promotion, and other government functions that depend upon the accurate identification of properties and structures, the resolution stressed.

The accurate identification of every residential, commercial, industrial, institutional, and other structures within Bacolod is likewise crucial in ensuring the prompt delivery of judicial processes, subpoenas, summonses, warrants, court notices, and other legal and administrative documents, it added.

The SP has requested the City Mayor’s Office to convene the Technical Working Group created under CO 336-2003, as amended, to jumpstart the building and structure numbering system ordinance. | CGC
