Commercial e-bikes colorum: BTTMD exec

The Bacolod Traffic and Transport Management Department (BTTMD) has classified electric bicycles (e-bikes) that are operating commercially as “colorum” vehicles, and told drivers to stop operations while the city government finalizes regulatory guidelines.

BTTMD officer-in-charge, Atty. Reuben Mikhael Sabig, clarified that while e-bikes are permitted for private use, using them as public utility vehicles (PUVs) to transport paying passengers is illegal.

The department does not recognize transport permits issued independently by barangay sanggunians, Sabig said, adding that running a transport business requires an official business permit from the local government unit, followed by a valid franchise.

The city’s Business Permits and Licensing Office is unable to issue permits due to the absence of an overarching city ordinance regulating modified e-bikes with sidecars.

Sabig noted that existing rules do allow legitimate tricycle operators to transition to standard e-trikes. However, unauthorized commercial operations remain restricted to prevent traffic congestion.

The BTTMD had towed and impounded about 126 units of e-bike, and 87 motorcycles and tricycles across Bacolod from June 1-25.

Violators face a fine of P2,000 for operating a colorum vehicle, and an additional P1,000 as towing fee. | TMD
