Victorias City successfully underwent the annual solid waste management monitoring and evaluation, conducted by the Provincial Solid Waste Management Board–Technical Working Group (PSWMB-TWG).
Now in its third year, the monitoring activity assesses local government units’ compliance with Republic Act 9003, or the Ecological Solid Waste Management Act of 2000, while also serving as a venue for LGUs to showcase their best practices in the field, the city said in a press release Aug. 26.
Victorias was praised for installing well-labeled garbage receptacles at the city public plaza to encourage proper waste disposal among visitors.

The evaluators also commended the Solid Waste Management Eco-Center’s green-enhanced wall and its innovative use of glass walling, as well as the city’s utilization of equipment donated by the Department of Environment and Natural Resources, which improved operational efficiency.
Barangay XVIII-A was specifically lauded for being fully compliant with RA 9003, supported by proper documentation.
The monitoring team was led by Solid Waste Management (SWM) focal person Sheila Joan Bautista of the Provincial Environment Management Office, together with EMB-DENR NIR environment monitoring officers Shellamite Labrador and Leo Singuay.
They were joined by PEMO technical staff Rodolfo Sapalo Jr. and SWM focal persons from other LGUs, including Victor Lapidez (Manapla), Salvador Salcedo (E.B. Magalona), Engr. Zoren James Transmontero (Pontevedra), and Engr. Elanita Amen (San Enrique).
The activity began with a courtesy call on Councilor Vincent Marie Roa, chairperson of the Sangguniang Panlungsod Committee on Environment and Natural Resources, before the evaluators visited various sites, including the plaza, Victorias Commercial Center, central materials recovery facility (MRF), Barangay XVIII-A, old and closed dumpsite, Central Philippine State University, Solid Waste Management Eco-Park, and the City’s Agricultural Complex.
Through this recognition, Victorias City reaffirms its commitment to continuously improve its waste management systems and strengthen efforts toward environmental sustainability. ||
