President Rodrigo Duterte has promoted Capt. Edgar Ybañez, Coast Guard-Western Visayas District chief, and three others, to commodore, a rank equivalent to brigadier general in the Armed Forces of the Philippines.

The promotion was based on the recommendation of Department of Transportation Secretary Arthur Tugade, a press release posted on the PCG Facebook page said.

Also promoted to the next higher rank were Coast Guard captains Ramon Lopez, Joeven Fabul, and Mitzie Silva Ocampo.

Ybañez is a member of the Philippine Military Academy Class 1993.

He used to serve as station commander of PCG in Bacolod City, Caticlan and Dumaguit in Aklan, as well as in Basco, Batanes.

He is a holder of the “Command at Sea Badge” for serving as commanding officer of three PCG capital ships, the press release said.
