Mayor Rowena Lopez Lizares yesterday led the opening of the Talisay City Express Service Office (TESO) at The District, Ayala North Point in a bid to make the city a business-friendly local government unit.
The TESO is a flagship frontline service, investment, and innovation office designed to streamline public service transactions and provide its citizens with fast, friendly, and hassle-free access to local government services.

“We want it to be convenient for Talisaynons and investors to avail of government services,” Lizares said, adding that senior citizens and persons with disabilities may also secure their identification cards from the TESO.
During the launching, the Metro Supermarket paid P1 million in taxes to the city government.
TESO offers key services such as senior high innovation hub, economic and investment promotions, business permits and licensing, treasury, tourism and social welfare services, sanitary, health cards and engineering permits.
“It’s a perfect one-stop-shop,” Lizares said.
Launched to uphold ease of doing business and improve public service delivery standards, the TESO will serve as an innovation for an effective and efficient delivery, with a vision to be the premier public service office in Negros Occidental, providing seamless, transparent, and citizen-centered government services. | GB
