San Carlos City has recorded the highest turnout for a Philippine Statistics Authority (PSA) mobile registration event in the province since June 2025, following a two-day mobile registration initiative Feb. 4 and 5.
PSA-Bacolod statistics specialist and registration officer Edwin Guiking said the first day of the event set a provincial record with 273 clients served and 524 transactions processed. By the end of the first day alone, they had released 772 security paper (SECPA) copies.
The event was organized by San Carlos City’s Office of the City Civil Registrar (OCCR), in partnership with the PSA as a highlight of the city’s 36th Civil Registration Month observance.

With a shorter schedule yesterday due to the team’s travel requirements back to Bacolod, the team assisted an additional 150 clients, processed 307 transactions, and released 440 SECPA copies, before concluding at 3 p.m.
The two-day cumulative totals for the event made by the 10-man team from PSA, with the assistance by the OCCR, included 423 clients served, 831 transactions processed, and 1,212 SECPA copies released.
PSA National ID-Registration officer Jiv Montinola also said they served 622 clients, with 387 registrations, 84 updating, 102 ePhil ID issuance, and 49 TRN retrieval, the city said in a press release Feb. 5.
Earlier, PSA supervising statistical specialist and officer-in-charge Diesah Biaoco paid a courtesy call on San Carlos Mayor Renato Gustilo and other city officials, strengthening the collaboration between the local government and national agencies.
Guiking and Montinola lauded the OCCR team, led by acting city civil registrar Eddie Flor Silva, for their efficient coordination. They said that mobile missions are vital for residents, allowing them to access essential PSA services without the time and expense of traveling to Bacolod.
Silva said the OCCR will schedule a similar event at the city auditorium in the second quarter of this year, and will continue the mobile registration through the Birth Registration Assistance Project (BRAP) in far-flung barangays starting next month to register undocumented local residents.
The PSA expressed its commitment to returning to San Carlos City in the future to ensure continued accessibility for all constituents. ||
