The Sangguniang Panlungsod of Bacolod has passed Oct. 29 an appropriation ordinance authorizing the allocation of P25-million for the performance-based bonus (PBB) of city employees and officials.
Mayor Greg Gasayata requested the appropriation, following a memorandum from the Department of the Interior and Local Government, which listed Bacolod as among the local government units nationwide eligible for the FY 2023 PBB.
In a memorandum dated Oct. 20 from DILG undersecretary for Local Government Marlo Iringan, he said that LGUs that have fully complied with all requirements for the FY 2023 PBB “are entitled to receive the bonus at a maximum rate equivalent to 65 percent of their monthly basic salary (MBS) as of Dec. 31, 2023.”
Aside from Bacolod, other LGUs in Negros Occidental that met all requirements are Cadiz, Himamaylan, and Victorias.
LGUs in Negros Occidental with one deficiency in the prescribed PBB requirements include the provincial government, Escalante, La Castellana, Manapla, Sagay, San Carlos, and Talisay.
“These LGUs are entitled to a maximum rate of 50 percent of their MBS, subject to the isolation of the unit/s or official/s responsible for the deficiency,” Iringan added.
Last year, President Ferdinand Marcos Jr. suspended the grant of PBB and the Productivity Enhancement Incentive (PEI), saying these incentives are “duplicative and redundant with the internal and external performance audit and evaluation systems of the government, and lacked a review mechanism…”
“It is imperative to streamline, align, and harmonize the Results-Based Performance Management System (RBPMS) and Performance-Based Incentive (PBI) System with ease of doing business initiatives, and reform the government performance evaluation process and incentives system towards a more responsive, efficient, agile and competent bureaucracy,” Marcos said in Executive Order 61.
Per the EO, a Technical Working Group was formed to study and review the RBPMS and PBI system.
Last Oct. 16, the EO61 TWG provided the DILG the final validated list of LGUs eligible to grant the FY 2023 PBB to their respective officials and employees. | CGC
