Mayor Renato Gustilo has issued an executive order, prohibiting the wearing of motorcycle protective helmets while inside the city proper of San Carlos in Negros Occidental.

In Executive Order No. 86 dated Feb. 28, Gustilo said he has observed that most crimes committed at the city proper are perpetrated by persons wearing protective motorcycle helmets to hide their identities.

On Tuesday, a suspected grenade thrower, who was wearing a motorcycle helmet, was arrested by the police while fleeing the crime scene in Barangay Rizal.

The grenade explosion led to the injuries of three persons and caused damage to a vehicle owned by a policeman.

In the executive order, Gustilo also limited the driving speed to 40 kilometers per hour of motorists in some areas within the city to curb criminality and for easy identification of criminals.

The wearing of motorcycle protective helmet will only be required outside of San Carlos City, the mayor said. | GB
