Consumers of Negros Electric Power and Power Corporation (Negros Power) will issue a new billing format beginning with the August 2026 billing cycle as the utility company starts displaying the ancillary service charge (ASC) and its corresponding value-added tax (VAT) as separate line items on electricity bills.
The change is in compliance with Energy Regulatory Commission (ERC) Resolution No. 04, Series of 2026 as amended by ERC Resolution No. 22, Series of 2026.
The regulation requires all distribution utilities nationwide to separately indicate the ASC and its corresponding VAT in customers’ electricity bills, a statement from Negros Power said.
Negros Power clarified that the update does not introduce a new charge. Instead, it is a change in the presentation of existing transmission-related charges to improve transparency in electricity billing.
The ASC covers support services that help maintain the stability, reliability, and continuous supply of electricity across the power grid. The company emphasized that the charge is approved by the ERC and is a pass-through cost, meaning it is not retained by Negros Power.
Under the new billing format, the ASC, which was previously included under the transmission charge, will now be listed separately along with its corresponding VAT.
According to Negros Power, this allows customers to better understand the different components of their monthly electricity bill.
Negros Power assured its consumers that the revised billing presentation is intended to promote transparency and ensure compliance with the latest ERC regulations while continuing to provide accurate and reliable billing services. ||
