In Negros farms: The perils of blanket chemical spraying

The plan to conduct widespread chemical spraying by plane across sugarcane plantations in Negros Island to control the spread of RSSI, or red-striped soft scale insect deserves careful scientific, environmental, and public policy scrutiny.

While protecting the sugar industry is a legitimate objective, blanket chemical application over vast agricultural areas may create consequences far more damaging than the pest itself.

History has repeatedly shown that chemical control should always be the last resort, not the first response, especially when safer, integrated, and sustainable alternatives are available.

One of the greatest dangers of large-scale chemical spraying is its impact on non-target vegetation. Herbicides or other agricultural chemicals seldom affect only the intended pest or pathogen. Root crops, leafy vegetables, climbing vines, fruit-bearing plants, and home gardens located near sugarcane fields may be unintentionally exposed through spray drift.

Even low concentrations of chemical residues can damage sensitive crops, reduce yields, affect seed germination, and contaminate produce consumed by farming families and local communities.

Smallholder farmers cultivating vegetables alongside sugarcane may suffer substantial economic losses despite having no connection to the pest management program.

The risks extend far beyond cultivated plants. Livestock such as cattle, goats, sheep, horses, and carabaos grazing near treated fields may ingest contaminated forage.

Poultry may consume insects or grains carrying chemical residues. Wildlife—including birds, bats, reptiles, amphibians, and beneficial mammals—may likewise be exposed directly or indirectly through the food chain.

Aquatic ecosystems are particularly vulnerable. Rainfall can wash chemical residues into rivers, streams, irrigation canals, fishponds, and coastal waters, threatening fish, shrimp, crabs, mollusks, and other aquatic organisms that sustain both biodiversity and local livelihoods.

Equally concerning is the effect on beneficial insects. Bees, butterflies, dragonflies, lady beetles, lacewings, parasitic wasps, spiders, and numerous pollinators and natural predators play indispensable roles in maintaining ecological balance.

Many agricultural chemicals cannot distinguish between harmful and beneficial organisms. Their indiscriminate use can eliminate insect populations that naturally suppress pests, resulting in secondary pest outbreaks and increased dependence on even more chemical applications.

This cycle ultimately benefits chemical manufacturers rather than farmers, who become trapped in escalating production costs.

Another serious concern is the contamination of water resources. Negros Island relies heavily on rivers, springs, groundwater, and communal water systems for domestic consumption, irrigation, and livestock production. Chemicals applied over thousands of hectares can infiltrate the soil, leach into groundwater, or be transported by runoff during heavy rains.

Once groundwater becomes contaminated, remediation is extremely difficult and expensive. Surface water contamination can affect entire communities downstream, exposing families to chemical residues through drinking water, bathing, washing, and irrigation.

Human health must remain the foremost consideration. Even when operators follow recommended procedures, wind direction, speed, humidity, and temperature are unpredictable. Fine chemical droplets can drift hundreds of meters beyond target areas, exposing nearby residents, farm workers, schoolchildren, motorists, and passersby.

Acute exposure may cause eye irritation, skin disorders, headaches, nausea, dizziness, and respiratory distress.

Long-term exposure to certain agricultural chemicals has been associated in scientific literature with chronic health problems, depending on the specific chemical, dosage, duration of exposure, and other risk factors.

Protecting public health therefore requires extreme caution before authorizing widespread aerial or ground spraying.

Negros Occidental has earned national recognition as the Organic Agriculture Capital of Philippines through years of investment in sustainable farming, environmental stewardship, and responsible land management. Resorting to massive chemical spraying could undermine this hard-earned reputation.

Organic farmers whose fields are contaminated by spray drift may lose organic certification, premium markets, and consumer confidence. Such losses cannot easily be reversed.

The province’s image as a leader in environmentally responsible agriculture may likewise suffer both nationally and internationally.

The concerns raised today are not new. More than six decades ago, Rachel Carson’s landmark book, “Silent Spring”, warned the world about the unintended ecological consequences of indiscriminate pesticide use. Carson demonstrated that chemicals released into the environment do not simply disappear after application.

Instead, many persist as residues in soil, water, plants, animals, and food chains, producing effects that may only become evident years later. Her work transformed global environmental awareness and led to stronger regulation of agricultural chemicals in many countries.

The lessons of Silent Spring remain highly relevant today: every chemical introduced into the environment carries risks that extend well beyond its intended target.

Rather than relying primarily on blanket chemical spraying, policymakers, scientists, sugar planters, and agricultural agencies should prioritize integrated pest management.

This includes rigorous pest surveillance, early detection, sanitation measures, removal of infested plants, resistant varieties, biological control where appropriate, improved farm hygiene, and science-based quarantine protocols. Such approaches reduce environmental risks while preserving the long-term productivity of the sugar industry.

Protecting sugarcane production is unquestionably important to the economy of Negros. However, protecting public health, biodiversity, water resources, beneficial organisms, and the province’s leadership in organic agriculture is equally vital.

Decisions made today should not create environmental liabilities that future generations will be forced to bear.
