Guv signs MOA for Capitol workers’ health care services

Negros Occidental Governor Eugenio Jose Lacson yesterday signed a memorandum of agreement (MOA) with Saver Plan Medical and Healthcare Services (SPMHS) for the health insurance coverage of provincial government employees.

The MOA signing between Lacson and Elmer Doctora, who represented the SPMHS, was witnessed by Provincial Administrator Rayfrando Diaz II and Progressive Alliance of Capitol Employees president Randy Peacita.

Under Ordinance No. 005, Series of 2025, the provincial government is authorized to utilize the medical allowance granted under Department of Budget and Management (DBM) Budget Circular No. 2024-6 for group insurance or other health-related benefits for eligible employees.

In line with this, officials and employees of the provincial government expressed their interest in joining a group insurance plan, prompting the provincial government to procure a group health coverage to ensure uniform, equitable, and efficient access to healthcare benefits.

As provided in the MOA, insurance premiums shall be charged against the medical allowance of eligible employees as authorized under the DBM Budget Circular No. 2024-6 and Ordinance No. 005, Series of 2025.

Meanwhile, employees who already have existing health and medical insurance and will opt for the cash option will continue to receive their medical allowance accordingly. ||
