Free legal consultations to San Carlos City PDLs

Members of the Integrated Bar of the Philippines (IBP) conducted free legal consultations to at least 385 persons deprived of liberty (PDLs) at the San Carlos City District Jail Oct. 5.

The consultations were facilitated by members of the IBP Negros Occidental Chapter, including judges, prosecutors, lawyers, and private practitioners.

Senior Insp. Ferdinand Suelan of the Bureau of Jail Management and Penology-San Carlos said the event was aimed at assisting PDLs with their legal cases, offer advice, and address other concerns.

He stressed that the activity is an integral part of the BJMP’s Inmates’ Welfare and Development Program (IWDP).

Suelan also thanked the IBP for their donation of five electric stand fans, which he said will greatly benefit the inmates.

City Administrator, Atty. Estefanio Libutan Jr., also a member of the IBP, cited the significant impact of these consultations, particularly given the increasing number of inmates.

He expressed appreciation of the IBP’s commitment to supporting PDLs, and assured them of the local government’s continued support for their initiatives in the city.

“Mannie”, a PDL, spoke on behalf of the inmates, and thanked the IBP members for their visit. She noted the importance of these consultations, which provide them with a platform to raise their concerns and to feel supported by the legal community.

She expressed optimism that their issues will be addressed and resolved.

IBP-Negros Occidental chapter president, Atty. Gerry Llena; chief hearing officer, Atty. Juniven Rey Umadhay of BJMP-Region 6, Atty. Joseph Mark Antonio, and Bacolod City Executive Judge Phoebe Balbin were also present during the consultation. ||
