Negros Occidental Provincial Administrator Atty. Rayfrando Diaz said on Wednesday that it is still “premature” to conclude that Silaynons are opposing the proposed P1.2‑billion Bulk Water Project in Brgy. Guimbalaon, Silay City.
Diaz made the statement in response to Vice Mayor Thomas Maynard Ledesma, who earlier said that participants in the recent public hearing on the project expressed strong sentiments against it.
“They should finish the process first,” Diaz said, adding that the provincial government can still convince stakeholders of the importance of the project.
Ledesma had earlier said that “while the project promises expanded access to treated water, many believe the risks outweigh the benefits.”
Diaz emphasized that water sources must be improved to ensure “clean and potable water not just for this generation but for future generations.”
The provincial government reiterated that the Bulk Water Project is not merely an infrastructure undertaking but a flagship initiative of Governor Eugenio Jose Lacson’s administration, aimed at securing safe, clean, and sustainable water for Negrenses.
Silay City Mayor Joedith Gallego had earlier voiced his opposition to the project.
Diaz, however, underscored the need for cooperation, stressing that the province must prepare for future calamities, including a possible water crisis.
“We don’t want to wake up when it is too late for us to do something. We have to act now,” he said.
The provincial government is seeking a Resolution of No Objection from Silay City to proceed with the construction of the project. | GB
