DHSUD eyes rental housing as new modality under 4PH

The Department of Human Settlements and Urban Development (DHSUD) is considering the provision of rental housing support to qualified beneficiaries under the Pambansang Pabahay para sa Pilipino (4PH) flagship program of the government.

Secretary Jose Ramon Aliling said the DHSUD is open to all feasible modalities to make 4PH more inclusive and sustainable.

“We must exhaust all feasible modalities under 4PH. The more schemes available for our kababayans (fellow Filipinos), depending on the need and their capacity, the better,” Aliling said in a news release posted by the Philippine News Agency June 1. “Currently, we are studying rental housing among the modalities under 4PH.”

The DHSUD is looking at families within the lower income group as among the targeted beneficiaries.

Upon his assumption last week in lieu of Jose Rizalino Acuzar, Aliling announced the recalibration of 4PH to include horizontal developments or subdivision-like housing projects.

Before this, 4PH was focused only on vertical, or condominium-type developments.

The DHSUD central office is now crafting the guidelines for the inclusion of horizontal developments to 4PH.

Aliling also issued a circular that calls for “expeditious handling and disposition of buyers’ complaints against developers.”

“Homebuyers and other real estate clients encountering problems deserve better from DHSUD,” he stressed in a statement. “We must exhaust all possible means within our authority to address these concerns fairly, transparently, expeditiously and, as much as possible, without added stress and cost to home buyers.”

The circular directed DHSUD regional offices to submit bi-weekly complaints status report to the central office.
