The Sangguniang Panlungsod has approved on first reading Sept. 24 a proposed ordinance establishing incentives for stores and supermarkets that promote the use of green lanes, reusable materials, and plastic reduction measures.
The proposed ordinance, authored by councilors Em Ang, Homer Bais, and Roberto Rojas, aims to encourage stores and supermarkets to adopt environmentally-sustainable practices by establishing green lanes, promoting the use of recyclable and reusable materials, and reducing plastic waste within their premises and operations.
Designating lanes for eco-friendly, reusable, and recyclable materials would encourage customers to bring their own reusable bags and containers, the proponent-councilors stressed, adding this could minimize the use of single-use plastics in retail operations.

The proposed “Green Retail Incentive Ordinance” seeks to give recognition and certification to participating establishments, through a “Green Store Certification” awarded by the local government, which can be displayed publicly to encourage consumer support.
“Qualifying stores may be eligible for a preferential tax rate or deductions, to be granted annually upon compliance verification,” the proposed ordinance states, adding the city government could also include certified green stores in promotional campaigns, public events, and educational programs to encourage community patronage.
Mayor Greg Gasataya is also pushing for the green-lane program, and has already met with more than 40 representatives of grocery stores and supermarkets, who, he said, are willing to designate g-lanes for shoppers with reusable or eco-bags.
He said he will also issue an executive order on possible incentives for establishments implementing this priority lane and other measures to reduce plastic use. | CGC
