A memorandum of agreement (MOA) was signed yesterday by Gov. Eugenio Jose Lacson, Mayor Javier Miguel Benitez and the Negros Occidental Drug Rehabilitation Foundation Inc. (NODRFI) for the establishment of the Special Drug Education Center (SDEC) in Victorias City.
Lawyer Adelaida Rendon represented the NODRFI in the signing of the MOA, which was also witnessed by Provincial Social Welfare and Development Officer Chiqui Gonzales and OIC-Provincial Planning and Development Coordinator Anna Marie Lucasan, among others, at the Provincial Capitol in Bacolod City.

SDEC is a community-based facility, which will serve as a venue for promoting preventive and developmental services for out-of-school youth and street children to keep them away from the harmful effects of drug abuse, thereby contributing to their total development as self-reliant and socially responsible members of society.
As stated in the MOA, the province shall create a governing body to be headed by the Provincial Social Welfare and Development Office which shall manage the operation of the SDEC in partnership with NODRFI, a statement from the provincial government said. | GB
