Regular and plantilla casual employees of the Negros Occidental provincial government will receive P30,000 in Collective Negotiation Agreement incentive (CNAI) this year.

This was confirmed by Randy Peacita, president of the Progressive Alliance of Capitol Employees (PACE) yesterday.

The granting of the CNAI should be strictly in accordance with Budget Circular No. 2024-4 issued by the Department of Budget and Management on Nov. 11.

During a meeting of the Committee of Employees Organization-Management Consultative for the grant of the CNAI, it was revealed that Negros Occidental is qualified for the grant of such benefit, based on the conditions prescribed by the DBM.

As certified by the Local Finance Committee, the balance from the allowable maintenance and other operating expenses (MOOE) allotment as of Nov. 21 this year is P81 million.

The amount has “become available as a result of the cost-cutting system improvement measures identified in the CNAI, which was the result of the collective efforts of the management (provincial government) and  employees,” according to a resolution approved by the Committee of Employees Organization-Management Consultative.

The PACE will provide the internal guidelines in the availment of the CNAI, with any excess amount from the MOOE allotted after payment shall be reverted to the General Fund.

Peacita said that they are still waiting for the announcement of Governor Eugenio Jose Lacson on Dec. 13, if there are still additional bonuses for the Capitol employees.

He recalled last year that they received P55,000 each, including the additional bonuses.

Dec. 13 is the birthday of the governor and the Christmas party of the Capitol employees.

Lacson earlier said that he is still waiting for the guidelines from the Departments of Interior and Local Government and the Budget and Management in the granting of the performance-based bonus. ||
