The Sangguniang Panlungsod is urging Bacolodnons to practice health and safety precautions, implement strict water conservation measures, and adopt fire prevention protocols amid the protracted El Niño phenomenon.

This extreme weather condition directly impacts Bacolod by threatening local water reservoirs and distribution systems, elevating the risk of heat-related medical emergencies, and creating highly combustible conditions for structural and grass fires, the SP said in approving the resolution authored by Councilor Em Ang.

A proactive, city-wide cooperation is important in mitigating the adverse effects of the drought, ensuring stable supply of water for all households and critical facilities, and preventing any loss of life or property, the resolution added.

All households, commercial establishments, and government offices should immediately practice water conservation measures to ease the strain on water supply lines; report and repair leaking faucets and broken pipes; and reuse household water, among others.

“Barangays and large establishments are encouraged to use rainwater catchment systems, or barrels, to store water for cleaning and agricultural purposes,” Ang said.

On fire safety and prevention, residents should refrain from burning garbage, dried leaves, and agricultural waste, which can easily escalate into massive grass or structural fires; ensure that electrical appliances are unplugged when not in use to prevent overheating and electrical fires; and properly dispose of cigarette butts and keep flammable materials away from direct sunlight.

To avoid heat exhaustion, residents should limit prolonged outdoor exposure and avoid strenuous physical activities during the peak heat hours of 10 a.m. to 4 p.m., Ang said, adding that punong barangays should activate their respective barangay disaster risk reduction and management committees to monitor water supply issues, enforce fire safety protocols, and assist vulnerable residents, such as the elderly and children, in their communities. | CGC
