The proposed deed of absolute sale between the city government of Bacolod and Kalipay Negrense Foundation Inc., of a parcel of land with improvements in Barangay Taculing, for a total price of P7.97 million, is being studied by the Sangguniang Panlungsod Committee on Laws, Ordinances, and Local Government.
The real property, known as Haven, includes 1,000 square meters of land, worth P3.90 million, a two-storey residential house valued at P3.74 million, and another one-storey residential house worth P335,190.
The property used to house the children rescued by the nonstock, nonprofit organization. “The sale will enable the Foundation to augment its funds and to save on operational and administrative expenses as all the children and staff are now safely living in a donated property, the Recovered Treasures, in Bago City.”
The Bacolod City government plans to develop it into a Women’s Protection Center, as per the proposed contract.
The acquisition of the Kalipay property has been included in the Annual Investment Plan and approved by the City Development Council through Resolution No. 21-2023, and ratified by the Bacolod SP via Resolution 1091-2023, the City Legal Office said.
Republic Act 10752, or The Right-of-Way Act, “permits local governments to adopt its provisions for acquiring sites or locations for infrastructure projects,” the CLO Legal Opinion states in its review of the Deed of Absolute Sale.
