Bacolod SP urges Congress to review K to 12 program

The Sangguniang Panlungsod of Bacolod has passed a resolution respectfully requesting the Senate of the Philippines and the House of Representatives, through the Office of Rep. Alfredo Benitez, to consider reviewing the K to 12 program and developing a more effective and inclusive curriculum that enhances learning, employability, and access to education.

Authored by Councilor Caesar Distrito, the resolution expressed growing concern over the perceived failure of the K to 12 system—implemented through Republic Act 10533 in 2013—to deliver on its promise of preparing students for global competitiveness and immediate employment after senior high school.

“Despite more than a decade of implementation, data show no substantial improvement in the education quality or employability. Instead, the program has created heavier financial burdens for our students and families—especially those from low-income communities,” Atty. Distrito said in a statement July 11.

The SP cited the Philippines’ poor performance in international assessments, such as the Programme for International Student Assessment (PISA), the rising dropout rates due to economic pressures from two additional years of schooling, and the continued preference of employers for college graduates, rendering the senior high school credential less valuable in the job market.

The resolution echoed recent remarks from President Ferdinand Marcos Jr., who acknowledged the urgent need to reassess and possibly overhaul the K to 12 curriculum, in light of its shortcomings and widespread public dissatisfaction.

“Many sectors—including teachers, students, and parents—are now calling for a return to the 10-year basic education cycle and a focus on foundational skills, teacher training, and system reform. We hope Congress will take this appeal seriously,” Distrito added.

The SP emphasized its support for any legislative effort that would make basic education more relevant, affordable, and accessible to all Filipinos. ||
